INS to Expand List of Countries Subject to Special Registration

AILA has obtained a confidential INS memo which discusses INS plans to expand the number of countries subject to the Special Registration requirements. According to this memo, on or about October 1, 2002, the Attorney General will
publish a Notice in the Federal Register which will expand the number of
countries whose citizens would be subject to the Special Registration
Requirements, which went into effect on September 11, 2002.
The four countries currently subject to the Special Registration requirements
are: Iran, Iraq, Libya & Syria.
On October 1, 2002, citizens of the following countries will be subject to
Special Registration when seeking admission into the U.S. in nonimmigrant visa
classifications, except for certain diplomatic categories (A & G): Pakistan,
Saudi Arabia & Yemen.
In addition, if an individual has made unexplained trips to the following
countries, that individual, regardless of citizenship, may be subject to the
Special Registration requirements: Iran, Iraq, Libya, Sudan, Syria, North
Korea, Cuba, Saudi Arabia, Afghanistan, Yemen, Egypt, Somalia, Pakistan,
Indonesia and Malaysia.
Please note since U.S. Citizens and Legal Permanent Residents (LPR-Green card
holders) would not be seeking admission in a nonimmigrant classification, a
U.S. Citizen or LPR would not be subject to Special Registration.
